This fight brings back bad memories. It caused me a lot of trouble on my first few runs and didn't even finish it till recently with a new build and finding out a few tricks to it. He is a fairly hard boss. He's found at the Consumed King's Garden under Lothic castle, so he's very later game, depending on if you beat the dancer early or not. Oceiros is an optional boss for the main Link the Fire ending, but it required for the End of Fire ending.

Preparing for the fight

There's a few things that you'll want to do and or get. Now your best bet for this boss is being either a faith or strength build, I honestly suggest strength. Ocerios is very weak to lightning and frost. More to lightning, as lightning does a lot of damage to most everything in the game, more so to Ocerios considering he's a dragon. And in darksouls lore lightning was always used in the art of dragon hunting by Gwyn's Silver Knights or Lothric Knights.

 The Lothric knight greatsword deals a base physical damage of 131 and a base lightning damage of 87. You can get lothric knight greatswords by killing Lothric Knights holding the weapon. If you upgrade it all the way to 10+ and infuse it with a heavy gem you can get around 630+ AR, and an added bonus even though it does base lightning damage you can still apply resin to it or apply buffs to it. If you own the Ashes of Ariandel DLC and have int in your build I suggest using the Frozen Weapon spell to add frost to your fully upgraded Lothric Knight Greatsword. Ocerios will practically melt. If that's too much work or you dont have the stuff to do that.

 If you have tons of strength in your build? Go through Lothric Castle and beat it's boss. Dragon Slayer Armor, if you go transpose his soul you can get the Dragon Slayer Great Axe, it deals a base 203 physical damage and a base 74 lightning damage. With an amazing weapon art and puts lightning all over the ground, dealing massive damage. Only bad side is that it cant be infused or buffed and takes Titanite scales and slabs to upgrade.

The Fight

Also, if you have not killed Hawkwood by this point his summon sign will be near the boss room to help you out in the fight. And of course you can always summon players.. Before you head into the fight there is two cathedral knights outside the room that you'll either want to run through or fight. Alright, into the boss room. Oceiros is a huge dragon wielding a staff. Throughout the first part of the fight he'll try to swing his staff at you and will press his staff down, spewing frost damage over the floor that you'll want to avoid. 

Now once he gets to about 60-70% health he'll scream and loose his staff, he's jump around the room dealing physical damage to you and will try to spew magic crystals at you as well. Also having a spin attack with his tail. If you are using a faith build just hide behind your shield and through lightning bolts and the such when he's attacking. If you're using the greatsword or greataxe, just go for it and you'll be good.
